BIS Certification is granted by Bureau of Indian Standards. This is basically a guarantee of the quality and reliability of a product provided by a third party i.e. BIS. Bureau of Indian Standard is one of the most. Nowadays there is a high level of consumer awareness in the market and everyone looks for quality assurance of the products they are purchasing. This assurance is granted through BIS Certification which is granted after proper conducting proper inspection and testing by the accreditation units affiliated by the Bureau. This certification by BIS has been made mandatory for many products under the product certification scheme. For remaining products, this certification can be applied for on a voluntary basis. 

 
BIS Certification Schemes

Domestic manufactures following are the different schemes provided by the Bureau for BIS Certification;
  
    1.   Normal Procedure

Under this procedure, the applicant is required to submit the application along with prescribed fees and documents. Once the application is received preliminary factory evaluation is conducted by the Bureau’s Officer. Next step is sample testing, this involves factory as well as independent testing. If the results of the testing are positive BIS Certification is granted. This entire procedure is completed in around 4 months.

    2.   Simplified Procedure

Under this method, the applicant acquires testing reports from a BIS approved lab and files it as an enclosure along with the application. The BIS officer conducts factory premises verification and I satisfied BIS certification is granted. This reduces the application processing time to 30 days.

    3.   Eco Mark Scheme

Under this scheme, Eco-friendly products are covered. Under this scheme, there are certain additional requirements specified that are to be fulfilled.
For Foreign manufactures, Foreign Manufacturers Certification Scheme is specified. Certification under this scheme is granted within 6 months.

Bureau of Indian standards was established in 1986 empowered through Bureau of Indian Standards Act, 1986. It formulates product standards which are to be complied with. After testing of the products if the bureau is satisfied BIS Certificate is issued.  The government has notified a list of products for which BIS certification is mandatory. This was done with an objective of maintaining public health, safety, and environmental protection. In this article, we will discuss the BIS certification process.

What is the Operating Principle of Bureau?

The Bureau provides a kind of third-party verification giving assurance of products quality and reliability. BIS certification is granted through an impartial, non-discriminatory and transparent manner. Different Certification schemes are specified by the Bureau which we will discuss in this article. These schemes are operated through a 34 Branch Offices set up in major industrial towns and state capitals. Work done by these branch offices is overseen by 5 Regional Offices.

Various BIS Certification Schemes

In India, different BIS certification Schemes are established based on manufacturers. They are listed below:
I.            For Domestic Manufacturers
For domestic manufacturers two options are available for BIS Certification, they are;
1.   Normal Procedure:
Under domestic manufacture certification scheme normal procedure applicant is required to submit an application to the concerned officer of the jurisdiction the manufacturing unit is located in. Once the application is recorded, factory evaluation is carried out by the BIS officers.  The entire procedure is expected to be completed and license will be issued within 4 to 6 months.
2.   Simplified Procedure:
To simplify the procedure and pace up the process of BIS registration a simplified procedure is approved by the Bureau. Under this scheme is applications are to be submitted along with a self-evaluation cum verification report. Through the simplified scheme, the license can be acquired in around 30 days. Only applications for the first license in India can be applied through a simplified procedure. Following is a list of products for which BIC certification cannot be applied through the simplified procedure;
·         Packaged Drinking water and packaged natural Mineral water.
·         Products for which factory testing is mandatory.
·   Any other product for which joint inspection/ approval is required from BIS as well as any other statutory body. For Example cement, cylinders, valves etc.
II.         For Foreign Manufactures
Foreign Manufacturers Certification Scheme (FMCS) was first introduced in the year 2000 by the Bureau of India Standards. Under this scheme, an application can be submitted for certification by overseas applicants including foreign manufacturers for their products that will be sold in the Indian Market. BIS certification under this scheme can be acquired in around six months.
III.       For Manufacturers of Environment-Friendly Products
In the current market, many manufacturers are aiming for organic products. For such products, certification application is required to be applied through the Eco Mark Scheme. For this basic requirement stated under Indian Standards are to be met with.

Why is BIS Registration Required?

BIS Registration is required for certification of quality standards and safety assurance of any product. This registration is granted by Bureau of Indian Standards. BIS Registration schemes are implemented on one of the largest scale. It covers close to 900 products in its ambit for which a third party certification is provided for quality assurance. Keeping in mind the issues of public safety, health and environmental protection the government has notified around 90 products for which BIS registration has been made mandatory. These notified products cannot be manufactured or sold before BIS certification is completed.

What is the Objective of BIS Registration?
  • BIS registration has been introduced and made mandatory for certain products with the following objectives;
  • Most important objective is to assure quality of the products reaching the ultimate consumer.
  • Purpose behind notifying products for mandatory registration is: 
    1. To ensure public health and safety
    2. To make sure than no products that are hazardous to the environment are in the market.
  • On the other hand products for which registration is not mandatory are also encourages to apply for BIS registration as it ensures confidence among the prospective consumers.
What is the Process of BIS Registration?

For BIS registration a proper procedure is required to be followed which includes inspections and testing. However, once the license is issued proper surveillance is also conducted by the bureau. Thus we can say there are two separate parts of BIS registration, first is licensing and second part is surveillance process.

Flow of License Application
  1. Application for License is submitted
  2. Preliminary inspection is conducted by the authority
  3. Sample of the product will be tested
  4. After evaluation of application and test results license is issued.
Surveillance by Bureau will Include Following:
  1. Planned and Unplanned visits by inspectors.
  2. Factory testing
  3. Collecting market samples
  4. Review of performance
  5. Investigation of any consumer complaint

BIS Certification in India for All Products

BIS Certification is done by Bureau of Indian Standards. The main objective of this certification is to provide assurance of any product’s quality, reliability and safety after due testing done by a third party. This acts as a third party certification for the products. For certain products, BIS Certification has been made mandatory by the Government for the sake of public safety and health. For other products, BIS certification can be applied on a voluntary basis. 



What is the Bureau of Indian Standards?

Bureau of Indian Standards was set up and Bureau of Indian Standards Act, 1986 and was established on 23rd December 1986. One of the primary functions of the bureau is to formulate, recognize and promote Indian Standards. Along with that product certification, hallmarking, calibration scheme etc. also form part of its services. Earlier this work was done by Indian Standards Institution (ISI). To support these certification activities Bureau has a chain of 8 laboratories across India with proper testing facilities for all kinds of products.

BIS Certification Scheme

BIS certification scheme of Bureau of Indian Standards is one of the largest such schemes in the world. Every year approximately 25,000 samples are tested in BIS laboratories. When required testing facilities of outside labs are also availed. Such outside testing facilities are accredited by the National Accreditation Board for Testing and Calibration Laboratories (NABL). More than 900 products are covered under BIS Certification Schemes.

For many products, BIS registration can be done on a voluntary basis. However, the government has notified a list of 90 products for which BIS registration is mandatory for their manufacturing and sale. Few of the items that are included on this mandatory registration requirement list are:
1.   Cement
2.   Electrical Transformers 
3.   Steel Products
4.   Medical Equipment 
5.   Automobile accessories 
6.   Cylinders, Valves, and Regulators 
7.   Oil pressure stoves, etc.
