Product Certification Scheme under BIS Certification

The Bureau of Indian Standards (BIS) is the National Standards Body of India governed by the Ministry of Consumer Affairs, Food & Public Distribution, and Government of India. All the manufacturers are required to obtain the BIS certification in India, which allows the manufacturers to use a self-declaration of conformity on the basis of BIS registration. A product with BIS certification mark is an indicator of Standard Mark, on a product and assures that it is made in the conformity to the standard specifications.

The BIS has genesis in the ISI. ISI was renamed as the Bureau of Indian Standards (BIS). The BIS was established with the purpose of promotion of the development of standardization, and quality certification of goods. The clear demarcation of powers so conferred was done under the BIS certification. The BIS certification is governed pursuant to applicable rules and regulation of revised as BIS Act, 2016 and establishes BIS as the National Standards Body.

The initiatives since the 1980’s have resulted in strict adherence and recognization of statutory status to ISI’s functioning through the enactment of the BIS Act 1986. The BIS Act 2016, Rules and Regulations authorize BIS to undertake conformity assessment of products, services, systems, and processes. The Government of India, for sake of public health and safety, security, and mass consumption has imposed compulsory BIS certification requirements on various products via Orders issued as and when under various Acts, in spite of the fact that it is voluntary in nature.

The BIS grants a license under the product certification scheme – I, wherein by adhering to rules made for the use of the standard mark or grants certificate of conformity according to the conformity assessment schemes given in BIS (Conformity Assessment) Regulations, 2018 is mandated.

The very mandate of Product Certification Schemes of BIS certification is providing Third Party assurance with respect to the quality, safety, and reliability of products to the customer. The manufacturer is permitted to self-certify the licensed products once he ascertains its conformity to the Standard.
